West Virginia offers 25% transferable tax credit on qualified in-state production expenses for all production types. The transferable structure requires monetization at typical broker rates of 85-92 cents on the dollar. West Virginia requires pre-certification and maintains annual funding allocations. West Virginia’s locations include mountainous terrain, historic industrial sites, Appalachian character and culture, river landscapes, and diverse settings appropriate for various narratives. The state offers distinctive regional character valuable for period pieces and character-driven dramas. Production costs are moderate-to-low. The state has developing film infrastructure with emerging crew capacity and equipment rental options in major markets. The combination of 25% transferable credits and West Virginia’s distinctive character makes the state practical for productions with Appalachian settings or regional location requirements. For Southeast or regional productions with West Virginia location requirements, West Virginia offers reasonable value. The state’s growing recognition as production location reflects genuine interest in the region’s character and developing infrastructure.
