As-Of: June 2026 | Tax Credit: 25% non-refundable
Virginia offers 25% non-refundable tax credit on qualified in-state production expenses for all production types. The non-refundable structure limits practical value for single-project LLCs and out-of-state producers with minimal Virginia tax liability. Credits must offset direct Virginia state tax liability or be monetized through sale to other Virginia businesses. Virginia requires pre-certification and maintains annual funding allocations. Virginia’s locations include Washington D.C. proximity (providing federal architecture and iconic locations), historic sites appropriate for period pieces, Tidewater region, natural landscapes, and diverse settings. Production costs are reasonable for East Coast. The state has developing film infrastructure, particularly in Richmond, with emerging crew capacity and equipment rental options. The combination of 25% credit and Virginia’s diverse locations makes the state practical for East Coast productions. The non-refundable structure limits value for productions without corporate presence. For East Coast productions with Virginia location requirements, Virginia offers reasonable value when financing accommodates the non-refundable structure.
