Texas offers 25% transferable and partially refundable tax credit on qualified in-state production expenses for all production types. The hybrid transferable/refundable structure provides flexibility compared to purely transferable programs. Texas requires pre-certification and maintains annual funding allocations. Texas’s locations are extraordinarily diverse: Austin’s urban character and creative culture, Dallas-Fort Worth’s urban skyline and business district, Houston’s distinctive character, San Antonio’s historic architecture, West Texas landscapes, rural areas, and Texas-specific settings. Production costs vary by region but are generally moderate-to-low. Austin, Dallas, and Houston all have established film infrastructure. The combination of 25% credits and Texas’s vast location diversity makes the state practical for many production types. For major productions and television with Texas location requirements, the combination of credits and location diversity offers strong value. Texas’s sheer size and regional variety mean productions can find appropriate locations for virtually any setting. The state film office provides location assistance.
