Minnesota offers 25% transferable tax credit on qualified in-state production expenses for all production types. The credit is transferable, requiring monetization through sale to Minnesota businesses at typical rates of 85-92 cents on the dollar. Minnesota has $93 million in annual availability (April 2026), with unused allocations carrying over to following years. The state allows unlimited per-project credits (no per-project cap), enabling large-budget productions to access full value. Minnesota requires pre-certification. Lawmakers extended the program through 2030, providing long-term certainty. Minnesota’s locations include Twin Cities urban character, natural landscapes with lakes and forests, agricultural settings, and Midwest character. Production costs are moderate, below California/New York. Minneapolis-St. Paul region has established film crew base and growing equipment rental infrastructure. The 25% rate combined with $93M annual availability and no per-project cap offers genuine competition. For television, streaming content, and independent films with Midwest location requirements, Minnesota offers solid value.
