Louisiana’s program did not sunset in 2025—it was restructured through Senate Bill 232 (Act 44), effective July 1, 2025. The annual cap decreased from $150M to $125M, but per-project and per-person wage limits were entirely removed. The base incentive remains 25%, with bonuses for in-state hiring, rural filming, and resident writer provisions bringing effective rates to 40% in optimal scenarios. The refundable structure is critical: productions receive cash back regardless of in-state tax liability. The removal of per-project caps removes previous limitations for high-budget productions. Louisiana Economic Development now oversees the program. The combination of 25-40% potential rebates, refundable structure, removed per-project caps, and New Orleans’ location value makes Louisiana highly competitive for major productions. For streaming content, high-budget commercials, and episodic television, Louisiana’s restructured program offers exceptional value. The state film office provides comprehensive support.
