HAWAII Tax Credits

 

As-Of: June 2026 | Tax Credit: 15-20% non-refundable

 

Hawaii offers 15% base non-refundable credit with 20% available under certain conditions. The non-refundable structure significantly limits practical value for single-project LLCs and out-of-state producers with minimal Hawaii tax liability. Credits can only offset direct Hawaii state tax liability or be sold to other Hawaii businesses—a less efficient process than refundable credits. Hawaii’s real appeal extends beyond incentive economics: the islands offer unique, recognizable locations unavailable elsewhere—tropical landscapes, ocean settings, distinctive architecture. Productions requiring authentic Hawaiian locations—dramas, documentaries, thrillers—benefit from genuine location authenticity. Production costs in Hawaii are substantially higher than most states due to geographic isolation: equipment, materials, crew travel all carry premium pricing. These cost premiums often offset much of the incentive value. For projects where Hawaiian locations are creatively essential, the non-refundable incentive can work economically despite structural limitations. For productions without specific Hawaii requirements, competing states offer better overall value.
