As-Of: June 2026 | Tax Credit: 20% refundable
Washington, D.C. offers a 20% refundable tax credit on qualified in-state production expenses for all production types. The refundable structure ensures cash returns regardless of local tax liability. D.C. requires pre-certification before principal photography and maintains annual funding allocations. D.C.’s real appeal extends beyond the incentive rate: the nation’s capital offers iconic locations unavailable elsewhere—government buildings, monuments, recognizable architecture, and symbolic weight. Political dramas, thrillers, and narratives dependent on authentic D.C. settings benefit significantly from actual location filming. Production costs are moderate compared to California/New York but higher than southern/midwest alternatives. D.C. has established union crew bases, equipment rental infrastructure, and strong post-production support. Tourism infrastructure ensures accommodations and services. For projects requiring authentic D.C. locations—documentaries, political narratives, thrillers—the combination of 20% refundable credit and essential location authenticity makes D.C. highly competitive. The Film Office actively recruits and provides comprehensive support.
