WISCONSIN Tax Credits

As-Of: June 2026 | Tax Credit: 30% transferable ($5M cap, $1M per-project)

Wisconsin reinstated its film incentive program July 2025, establishing 30% transferable tax credit on qualified in-state production expenses, effective January 1, 2026. The program maintains $5 million annual cap and $1 million per-project limit. Credits are transferable, requiring monetization at typical broker rates. Wisconsin requires pre-certification. The reinstatement represents genuine opportunity for lower-to-mid-budget productions willing to apply early. Wisconsin’s locations include Milwaukee’s urban character and industrial heritage, Madison’s college-town character, natural landscapes with lakes and forests, and Midwest authenticity. Production costs are below national averages. Milwaukee and Madison both have developing film infrastructure. The combination of 30% credits and reasonable production costs can create competitive economics for independent films fitting within the $1 million per-project cap. For productions comfortable with the $1 million cap and willing to apply early, Wisconsin offers legitimate value. The program’s reinstatement reflects state commitment to building film production presence.
