Utah offers 20% refundable tax credit on qualified in-state production expenses for all production types. The refundable structure ensures cash returns regardless of in-state tax liability. Utah requires pre-certification and maintains annual funding allocations. Utah’s locations are iconic for specific production types: five national parks and dramatic natural scenery (mountains, deserts, canyons), exceptional locations for action films, westerns, outdoor adventures, and nature documentaries. Production costs are reasonable compared to national averages. The state has developing film infrastructure, particularly in Salt Lake City, with emerging crew capacity, equipment rental facilities, and post-production options. The combination of 20% refundable credits and Utah’s extraordinary natural locations makes the state highly attractive for action films, adventure content, and outdoor-focused narratives. The refundable structure provides straightforward cash return without complications of credit transfer. Utah’s growing reputation as production hub reflects genuine infrastructure development and location appeal. For West Coast productions with Utah location requirements, the refundable credit combined with reasonable costs creates competitive economics.
