PENNSYLVANIA Tax Credits

 

As-Of: June 2026 | Tax Credit: 25-30% transferable

 

Pennsylvania offers 25% base transferable tax credit on qualified in-state production expenses, with 30% rate available when productions meet additional criteria. The transferable structure requires monetization at typical broker rates of 85-92 cents on the dollar. Pennsylvania requires pre-certification and maintains annual funding allocations. Pennsylvania’s locations include Philadelphia’s historic architecture and urban character (valuable for period pieces and dramas), Pittsburgh’s distinctive industrial heritage and urban settings, diverse regional landscapes, and historic sites appropriate for period productions. Production costs are moderate compared to coastal states. Philadelphia and Pittsburgh both have established film crew infrastructure, equipment rental facilities, and post-production capacity. The combination of 25-30% transferable credits and Pennsylvania locations makes the state competitive for Northeast productions. For independent films and television with Northeast location requirements, Pennsylvania offers solid value. Pennsylvania’s film office provides location assistance. The state has invested in film infrastructure development.
