South Dakota offers modest tiered cash rebate ranging from 10-12% on qualified in-state production expenses. The rebate structure provides direct cash reimbursement. South Dakota requires pre-certification and maintains annual funding allocations. South Dakota’s locations include the Badlands (iconic natural scenery), Mount Rushmore area, Great Plains landscapes, and prairie character appropriate for certain production types. Production costs are among the lowest nationally, creating inherent economic advantage. The state has developing film infrastructure with emerging crew bases and equipment rental capacity. The combination of 10-12% rebates and exceptionally low production costs can create workable economics. A 12% rebate on a $200K South Dakota budget ($24K) combined with low production costs may prove economically equivalent to higher percentages in expensive markets. For independent films and productions prioritizing cost efficiency, South Dakota’s combination of modest rebates and low costs offers value. South Dakota represents a location-first and cost-first decision.
