Oregon offers tiered transferable tax credit ranging from 13-20% on qualified in-state production expenses, with rates varying based on production type and criteria. The transferable structure requires monetization at typical broker rates of 85-92 cents on the dollar. Oregon requires pre-certification and maintains annual funding allocations. Oregon’s locations include Portland’s urban character, Cascade and Coast Range mountains, forest landscapes, coastal scenery, and Pacific Northwest character. Production costs are reasonable compared to California but higher than many southern/midwest states. Portland has established film crew infrastructure and post-production facilities with emerging equipment rental options and growing soundstage development. The combination of 13-20% transferable credits and Pacific Northwest locations makes Oregon practical for productions with regional location requirements. The lower incentive range (13%) requires evaluation against competing states with higher percentages. For West Coast productions seeking alternatives to California with Pacific Northwest settings, Oregon offers reasonable value.
