Illinois underwent dramatic program changes in December 2025 when Governor Pritzker signed Senate Bill 1911, effective retroactively for productions commencing July 1, 2025. The base credit increased from 30% to 35%. Non-resident crew now allows up to 13 qualifying positions (increased from 9) receiving 30% on first $500K in wages. Additional stackable bonuses: +5% regional (non-Chicago counties), +5% for TV series relocating to Illinois, +5% for certified green practices. Illinois maintains NO annual cap and NO per-project cap. The program extends through 2039. Credits are transferable requiring monetization at typical broker rates. Cumulative effective rates can substantially exceed 35% base. Chicago has established commercial production market with strong union infrastructure. For Chicago-based commercials, TV, and films, SB 1911 significantly improved competitiveness. Stackable bonuses make Illinois highly valuable for strategic productions.
